Who We Are

Western States Land Services is a Colorado-based right-of-way acquisition, relocation, and permitting firm. Founded in 1981

By the early 2000s, Western States was prequalified by CDOT to handle acquisition and relocation on federally funded projects, a distinction we have maintained ever since. In 2019, after nearly four decades at the helm, Phil stepped into a part-time role. Long-time employee John Doty, who had worked alongside Phil for more than 15 years, acquired the company.

We are large enough to staff complex, multi-phase infrastructure corridors. We are focused enough that every client works directly with senior leadership. That balance is rare in right-of-way services — and it is why clients come back.
